Rhonda K. Outen, devoted wife of Scott L. Outen, departed this life on Wednesday, March 23, 2022, after a brief illness at Sinai Hospital in Baltimore, Maryland. She was born to Glendora Burris and Dwight Reaves on March 6, 1970, in Minden Louisiana.
Rhonda received and completed her education in Minden and graduated from Minden High School in 1988. She then attended and graduated from Panola College in Carthage, Texas. She was very outgoing and outspoken. She was also an outstanding basketball player.
During her early years, Rhonda received her spiritual direction. She attended the Pentecostal Church and developed a very strong faith in God. As a Christian Mother, when faced with problems, she was often heard to say, I don’t worry, I just pray, and I know God will take care of it.
Rhonda moved to Harrisburg, Pennsylvania where she met Scott in 1992, and they were married in 1995. They are the parents of one son, Scotty. Most of all Rhonda enjoyed her life as a wife and mother, as she coveted the many years of marriage with Scott and Scotty.
She had a very special relationship with her mother-in-law, Sylvia, whom she affectionately referred to as “Mom”. She especially enjoyed family gatherings.
Rhonda established a successful professional career that included over twenty years of work in the Behavioral Health and Social Work fields. She was the consummate Helping Professional and imparted her impeccable skills to transform the lives of many. Her career included working for Sheppard Pratt Health System; Hearts and Homes for Youth; The Mentor Network; Family Advocacy; Omni Health Services and Win Family Health. Rhonda specialized in developing and maintaining relationships, counseling, advocacy, and empowerment, particularly for young people and those with special needs. She could reach those who were otherwise guarded and shut down and was able to exert change. This was her true gift, and it was awesome to witness! She has always been the warrior working in the trenches, celebrating the smallest and many significant victories behind the scenes for all those she loved, whether personally or professionally. And more importantly, Rhonda always comforted those same loved ones and clients in times of need. She will be surely missed by her clients and the many families who have come to know her. She also, especially enjoyed working part time at O’Donnell Honda.
She leaves cherished memories with her husband, Scott; one son, Scotty; her mother, Glendora Burris; her father, Dwight Reaves; sisters, Lashanda Reaves Thompson, Vera Reaves Luttrell, Shundricka Pleze and Cheryl Pleze; one brother, Anthony Reaves; her second mother, Dorothy Reaves Lewis; a favorite aunt, (Bay Bay) Cynthia Wardlow; mother-in-law, Sylvia O. Ward; father-in-law, Howard O. Ward; three sisters-in-law, Dawn J. James, Anita Outen and Tanya Alston; two brothers-in-law, Randolph G. Outen and Junior Alston; and a host of relatives and friends.
She was preceded in death by one brother, Elijah Pleze.
Rhonda will be greatly missed by her family, many friends, and colleagues.
A funeral service will be held 2:00 PM Saturday, April 2, 2022 at March Life Tribute Center Randallstown, 5616 Old Court Rd. Windsor Mill, MD with a viewing and visitation one hour prior.

I will always have the fondest memories of Rhonda. It seems like just yesterday we were hanging out. She was like a big sister to me full of wisdom and so funny. I was so blessed to have her as a neighbor and friend.

Growing up in Natchitoches, LA waiting for summer to come because KayKay would visiting and what fun we had. She was my friend, my sister and she keep me out of trouble most of the time. We played basketball, rode bikes, went for walks and stayed up all night laughing and talking. She was the most caring and sweetest person I knew. Rest my friend Rest.
