Jeffery James “Bugsy” Waters, Jr., 57, of Chestertown, MD, suddenly departed this life on Sunday, February 21, 2021. Born on December 13, 1963 in Crisfield, he was the son of Jeffrey J. Waters, Sr., and the late Audrey Jackson Waters.
He was known as “Bugsy” to all his family and friends.
Bugsy was educated in Somerset County and graduated from Crisfield High School in 1982. After high school, he served in the United States Army for a brief time. He was married to the late Wendi Atwell of Portland, ME from November of 1993 until March of 2000. With their love came two daughters, Jasmine and Kylah Waters, and his stepson, the late Alex Quinones. Jeff had become a counselor in 2009.
He was employed with Chesterwye Center where he had continued this career until his passing. Bugsy had a huge passion for cooking. He attended the Lincoln College of Technology and received his certificate of Culinary Arts and Food Services in July of 2020. Bugsy touched the lives of the many people he had encountered throughout his life. He had a comedic personality and a big heart. He was always the life of the party when family got together.
Bugsy is survived by his father, Jeffery J. Waters, Sr. (Janice) of Crisfield, MD; five sisters, Audrey “Gigi” Waters-Handy (William, Jr.) of Marion Station, MD, Jaime Waters of Princess Anne, April Sneade (Matthew) of Crisfield, Leslie Ball (Shane) of Crisfield, Lori Bishop of Crisfield; one brother, Timothy Waters (Keesun) of Wisconsin; two daughters, Jasmine Waters of Delaware and Kylah Waters of Chestertown, MD; two grandsons, Josiah Waters of Chestertown and Elijah Waters of Delaware; three aunts, Helen Taylor of Crisfield, Jill Jackson Hutton (Jeanne) of Ringgold, GA and Carroll Jackson-Smith of Chestertown; one uncle, Thomas Saunders of Crisfield; two great aunts, Milky Brown of Crisfield and Rev. Pauline Jackson of Crisfield; a host of nieces, nephews, cousins and many friends.
He was preceded in death by his mother, Audrey J. Waters and a granddaughter, Na’Kia Holbrook.
A Funeral service will be held 2:00 PM Saturday, March 6, 2021 at Shiloh United Methodist Church in Crisfield, MD with a viewing one hour prior. A viewing will also be held 6-8 PM Friday, March 5, 20 21 at the Church.
Internment will be at John Wesley United Methodist Church in Marion Station, MD.

My thoughts, prayers and condolences are with the Family. I pray that GOD gives you each of you strength and comfort during this difficult time. Jeffrey (Bugsy) was quite a character and classmate. We shared many classes and laughs throughout our years and then found out we were related.

We were devastated to learn of Jeffrey’s death, very much too soon. We were privileged to have him as a tenant in one of our houses for something like 10 years and got to know him as more than a tenant in that time. He was a wonderful person, whose friendship we treasured. We, the community and the world are poorer for his passing. Our deepest sympathy and sincerest condolences to his grandson and all of his family.

So sorry to hear of his most tragic passing 🙁 Had an opportunity to work with Jeff, indirectly at Chesterwye Center 2 years ago. He always talked so lovingly and was so proud of his grandson, Josiah, and did so much for him. Rest in Peace Jeff.

I was devastated to learn of Jeff’s passing. I met him in the 80’s and we became friends. Jeff was a lively person. He was always doing something to make you laugh. Cooking was his passion and he was good at it. He will be greatly missed.
Jeff Was a Fun, Loving person who was loyal and stood up for what he believed in. I send my condolences to his family and friends especially to his grandson Josiah who was his WORLD. Although his Transition May not be easy for the family he has been called home. Remember the good times an also you will see him again. May God watch and bless that all your hearts may heal through these times og grief.
Sorry to hear the loss will leave those who knew and worked with Jeff a deep void we worked for the same Agency for a few years while there we became good friends. I loss contact after he moved on to work elsewhere. I will always remember his kindness may he rest in Eternal Peace. God Bless the Family.
We loved Jeff at the Ringgold House of Chesterwye Center here in Grasonville, MD. We miss him very very much! He was like a father to me and was always teaching me something. When he went grocery shopping he would fill the whole trunk of his “one love” car. We would gather around and bring the groceries up the ramp and everyone would help put them away. He made a game of it and he was always lots of fun. He always talked about his real “one love” that was his grandson Josiah. Josiah was his little man and he lived to see him on Sunday. He hated this virus because it kept him from seeing his little man as much as he wanted to see him and be with him. We love and miss Jeff and will always remember him. Calvin p.s.
